How do I replace master control switch on 1997 Ford Explorer?

I have a direct short somwhere on my '97 Ford Explorer. It keeps blowing the fuse that controls my dome light, map lights, visor lamps, etc. My real problem is that my power windows won't roll down. All four are stuck in the up position. I'm thinking it might be the master control switch that is causing the whole problem. Maybe, I'm wrong.
