1994 ford explorer passenger side door will not open with key?

I just bought a 1994 ford explorer from my neighbor. It runs great but as with any used car there are a few "issues." I noticed today, the passenger side door does not open with a key. It goes in, turns, but does nothing. I can open the door once I unlock it with the power locks, from inside and out.
